Enrique Serrano is a Colombian writer, born in Barrancabermeja in 1960. He is a Philosopher and Social Communicator of the Javeriana University of Bogota, with a Master in the Analysis of Economic and Political International Problems and a Master’s degree in Asian and African Studies. He was the Second Secretary of the Colombian Ministry of Foreign Affairs. In 1996, he won the Juan Rulfo Award of the France International Radio. “Why Colombia Fails?” is his most recent book.
